The Initial Challenge: Fortifying Biosecurity Infrastructure

Situated in Auckland, these facilities are instrumental in New Zealand’s biosecurity strategy. They are the linchpin for assessing and managing the introduction of new germ plasm and products. The primary goal is to expedite the process of introducing new products into New Zealand, accelerating growers’ ability to plant and cultivate new products for enhanced export revenue.

Our Strategic Approach: Crafting the Business Case

Our responsibility was to construct a compelling business case for replacing these ageing facilities. We embarked on this endeavour in the post-COVID era, marked by mounting costs and supply chain challenges that reverberated across the infrastructure sector, causing monthly price escalations.

Navigating Project Execution: A Methodical Journey

Over an 18-month period, we diligently conducted extensive work. This encompassed designing and cost-estimating the new facilities, culminating in the creation of a comprehensive business case. In March 2023, our efforts bore fruit as the business case received approval from both Treasury and Cabinet.

Project Outcomes: Breaking Bottlenecks and Unleashing Potential

The replacement of these facilities marks a pivotal milestone, breaking a four-year waiting list for growers seeking to introduce new products into New Zealand. This transformative initiative expedites the process by which growers can plant and nurture new products, consequently augmenting export revenue.

By upgrading and modernising the biosecurity facilities, MPI lays the groundwork for a more agile and responsive system. The reduction in waiting times empowers growers to explore and introduce innovative products more swiftly, nurturing economic growth and fostering a vibrant export sector.
